It's no wonder that Winston often finds himself in the Prole's section of town. He obviously sees a faint glimmer of hope within them, as they do make up 85% of the population. Not to mention the fact that there are no telescreens monitoring them. But why? Why ignore monitoring such a large group of people? The answer is simple, they don't need to be monitored. The proles are so easily distracted that they pose no threat to the part whatsoever. Now, the party does play a role in distracting them, with the lottery and how they make up names of winners to keep people playing. However, the proles can sometimes keep themselves distracted. For example, when Winston hears the two prole women fighting over pots and pans. They're fighting the wrong battle, and with the wrong enemy. The proles need to wake up and take a good look around, because change starts with them.
