does a piece of legislated literature has to have a meaning?
or to put it differently
can one write with words for the fun of it and not have a meaning?
i personally think yes.
i think there is a lot of room for literary pieces that could no meanings whatsoever but but may have a shape or a sound.
one can read for the fun of reading and nothing else.

What do you mean by 'legistlated literature?" For something to be generally accepted as literature it has to have a certain degree of depth; sociological, philosophical, political etc. themes and ideas that go beyond just plot. Why? Because academics, students and critics want to discuss things that are deep and not that are flimsy. If someone writes something that is pretty but not meaningful then it can still be published and many fluff/fun pieces of writing are published e.g Davinci code, Bridget Jones' diary, all the chick-lit. If you were a university student, and you had to write a 2000 word essay, would you want to analyse something fun? Or something meaningful? How can you write 2000 words about something that is simply fun? I think you are confusing literature with non-literary fiction.

I think Cacian meant by the legislate literature, the literature of reality, i'e, which goes lawfully without a spot of shame or vulgarity...
I think all types of literature we can either make them a piece of meaning or unmeaning according to the writer's mode and behavior, who can govern and control on his writing as he wants, the funny work also it has meaning, I think nothing in the world could be free from meaning.
The vanity, the conceit, the haughtiness sometimes likely has been understood with a lawful ways and as I see the given meanings sometimes don't reflect the writer behavior or his them but the writer mode is rather conflicted.
Cacian you have deep thoughts can be well utilized!

Well you can write anything but that doesn’t mean anyone will read it let alone getting it published.

legislated literature just means something readable not meaning wise just words wise.
i think there could be many ways of writing and not going for a meaning is one.

writing is not necessarily about reading not always
one can just write just because they want to
so to chase a meaning everytime can become cumbersome.
the joy of writing could be just a manifest of pen paper words and you.
no meaning meant.

The only issue I have is calling that 'literature.' As the word has a specific meaning i.e. Something of worth that is written.
You can write random words if you want as an exercise, there have been people who wrote poetry that way.
But surely if you wrote these meaningless words and just let anything flow out, you would read it back and search for meanings your subconscious had put in there. I don't buy that you want to create something truly meaningless...maybe you mean you just want to sit down with a pen and paper and see what happens, no pressure, no pre-conceived ideas. I think thats a really good idea and good place to start creatively.
