who or what dictates the way we write?
the way language is composed and transformed or is it our inner thoughts and motivations?

I believe language dictates the way we write.
inner thoughts motivations are second.

it may be OK! Language dictates the way of writing, but why do you exclude the environment? I think the environment widely imposes on us what to write or what shouldn't we write as well as the closely relative things surround us; people, others' opinions, the function of writing itself and so on....

I agree: it may well be in that order. They are both important, but language is probably first. English is very flexible and easy to express emotions. But I believe the emotional motivation to write is made stronger by how we feel about the subject we are writing about.

Writers are inspired to write by some inner call, they must write or else they are unhappy. Is this going to be a good writing or not is another question. The way they chose for their writing is dictated by various things, depending on what they want to gain with their works. If it is money, they would chose a subject and style that is popular in their space and time. If it is just an idea that they want to promote, to give out from inside of them, the idea will dictate the form and style.
