What kind of proofreading do you need? Is your writing in the early early stages? Because a lot of times, big house publishers will offer their own editing of the book (as far as I know).

It depends how you want to send it. If you go through a literary agent, you might reach the big 6 traditional publishers: Hachette, HarperCollins, Macmillan, Penguin, Random House, and Simon & Schuster. If you think it needs editing even before this step, though, you might want to seek help from someone you know, or maybe someone else will have an idea. Usually the big 6 require more editing even if you think you're done (as far as I know). There's the Guide to Literary Agents to help or Writers Market if you just want to put it through smaller publishing houses (no literary agent step required). You might need to get some outside editing for a smaller publishing house. I always look over my work myself after I've written it so I know there aren't any obvious and unintentional flubs.

Proofreading is a skill and publishers will provide the service if, and it's a big IF, you can find an agent to push your book in their direction.
Agencies are becoming increasingly marginalised as self-publishing is becoming the route for would be authors to take. This is because it's virtually impossible for a writer without connections to get an agent to take his work on board and also because digital publishing has made the task that much easier. While this means that vast amounts of poorly written material are being aimed at the reading public, it also creates a possibility for those writers who might have something worth reading but who simply cannot get a publisher through traditional means. If you self-publish through one of the many companies that are moving into the market, you will have to pay a hefty premium for the proofreading; the alternative being to do it yourself which will require a great deal of repetitious reading because of the blind spot that every writer has when reading his own work. Another way is to find a friend or acquaintance who is passably literate and submit your book for their perusal as they are more likely to pick up on any mistakes.
