What's the difference between the following verbs regarding their usage:
washed
vs

Like, in which scenarios would I use the past tense verb, and in which scenarios would I use has/have+past tense verb

"Washed" is the simple past tense. It tells a reader that something happened in the past. "Has washed" is the perfect tense, which means that something was finished in the past. With the simple past the action may be continuing into the present or be complete. Then there's the imperfect continuing action in the past. You might want to search for a website that has this and other related information.

I washed my face. - finished action and in the past. My face might be dirty now - there is no time reference here, so it could have occurred ten years ago, or this morning.
I have washed my face. - My face was dirty in the past, I washed it - it is still clean as a result of this wash.
Or I have (just) washed my face. - I washed it a couple of minutes ago.
or it could be an experience
I have washed my face. - at some point between being born and the present I experienced the action of washing my face. An extreme example with washed, but we also use present perfect to talk about life experience. I have been to Germany or I have read Trainspotting.
