Are the proles really watched like the party, or can they just not be supervised because there are no telescreens in the prole section?

They are watched, but only peripherally.

As long nobody did anything obviously dangerous, the proles were left alone. Kind of like NSA's meta-analysis of the internet - they won't actually read your emails unless you set off a warning by behaving in ways that only .....s do.
