If Julia is against the party, then why does she always seem so uninterested in what Winston has to say, concerning their actions against it?

She is against the party, but I think she is more interested in having a normal love life. She is not as politically committed as Winston. She wants sex and intimacy. The party tries to block people from forming intimate attachments because they do not like loyalties to anything other than the party.
