I think the significance of the paper weight is that it represents the past. This paperweight represents a small part of the past that has remained unchanged by Big Brother.

I think the significance is that it represents the past. Big Brother tried to wipe out everything from the past, but forgot the little things. It represents what life was like before the revolution and what kind of things they had before Big Brother.
