Victory Gin

At the beginning of the novel Winston pours himself a cup of Victory Gin. It describes how vile the gin was and how it burned inside of him. He compares it to gross medicine. Afterwards he says he saw the world as a 'more cheerful' place.

Is this the alcohol they had in Oceania or is it just a little part of the novel that im looking at too thoroughly ? What does this mean?

I thought it was just cheap alcohol.
