It was one of the very first attempts to institute democracy. It failed after about 200 years because there was no military organization capable of defending it. Amazingly naive king this Cyrus. Perhaps we owe much to him in terms of idealism. It did not work, but it showed the hope in what was to come and eventually be properly defended. It took 2500 years for Fars (Persepolis as the Greeks called it) to be sustainable in USA, UK and all the allies.
