which is better to use?
is a pointless question without understanding the context in which they are to be written.

a) He has not enough butter on his toast - is incorrect grammatically
It should be 'He does not have enough butter - which means he needs more.

b) He has not very much/much butter on his toast - is again clumsy
He does not have very much butter - means his toast is lacking butter, but not necessarily in need of more

a) He is little for her - is nonsensical
he sees little of her - means he does not see her very often

b) He is not enough for her - suggests she is looking for a better quality man
he sees not enough of her - incorrect grammatically again
It should be He does not see enough of her - meaning he would like to see her more often

Hi hillwalker thank you for the elaborate explanations. It makes sense now about the ''very much'' and ''enough'' now.
It is quite settle the fact that the second example:

b) He has not very much/much butter on his toast - is again clumsy
He does not have very much butter - means his toast is lacking butter, but not necessarily in need of more

he does not necessarily means he needs more. Quite interesting. Thank you :)
