I am hoping for your help here. I am in a debate with someone about grammar and am wondering if this is a sentence fragment. This came from an essay he wrote for his English class in school.

"The main idea being the decline in grammar among the general population. The second being some possible causes of this and the third being a difficult decision as to whether it is appropriate for a male to wear hot pink pajama bottoms just kidding on that last one."

It's very poor wording for sure, sentence fragment being the least of the problems.
