That is a classic that has theme of justice..sort of a dark book. Any input is greatly apperciated thank you.

If you're open to a more surreal (and certainly dark) take on the subject, you can't do much better than Kafka's The Trial.

No one's mentioned Harper Lee's To Kill a Mockingbird?
If you're into the ancient classics, you could try Beowulf. Even though it is a poem, you still might find it interesting based on your criteria.

I was in to same kind of situation before few months and I did search a lot for it but couldn't find exact book, but once in a books club website I got a comment on my post about Online Books (http://www.dobazaar.com) store fro which we can find such books easily. All Best Selling Books (http://www.dobazaar.com) , in Famous authors , etc were listed in that website. If you want you can check online it would help you.

Here are some plays that deal with justice:
Twelve Angry Men by Reginald Rose
Death and the King's Horseman by Wole Soyinka (terrific play!)
Shakespeare's King Lear
and of course the Greek tragedy Oedipus
of course there are many more, but these are some I thought to mention....
Novels:
I would argue Frankenstein deals with the theme of justice quite a bit, and is definitely dark.
I second Les Mis... such a powerful work on the idea of justice (justice vs. mercy too)
