No. I prefer "Absence makes the heart grow fonder".
I think it depends on what/who is out of sight. Anyone with a loved one in the military (for example) could tell you they are never "out of mind".

verge on the danger/hints that one needs to be absent for one to feel fondness?

I don't think that one "needs" to be absent for the other to feel fondness, but taking the people close to us for granted can and does happen. Very often we don't realize this is happening until there is some distance.
