In this book I see that when they are caught, the thought police didnt just find him out they had a huge carefully planned out operation that took several months, just to get him even though he is so small.really could not do much damage and i see that they did not want any corrupted minds in there society. But why didnt they get him the first time he commited a crime why wait so long?

Actually, they divised this plan over several years. I don't exactly undersand why they had to wait so long to capture him but I get why they had to catch him. If you continuously let people go because they are 'just one person', you would have begin to stock up on those people. Thus leading to a possible revolt. The thought police's thoughts are basically, "Not one person can be spared" because it's a little risky to leave even one small person. If one person survives others will think that they could get away with it too and they just might.

I think that they waited until he committed a major crime which in his case was trying to join the Brotherhood and reading Goldsteins book. Winston was really a special case because he could think freely of the party and remember events that they tried to say didn't happen. So the thought police may have taken extra care of him because he was more of a threat then someone such as parsons who wasn't actually against the party.
