Everyone has a room 101. Yours is different from hers, and hers is differnt from his. Winstons room 101 was full of rats, his worst fear. This room was meant to break you. The government uses room 101 "fix" you. They take away all potential martyrs and destroy future faith. There is no worry for a rebellion beacuse the proles have no spark to light their fuse.
My question is what kind of government can possibly be set upon such fear?

This distopian society has the government you're talking about. They instill fear into you. So you cannot think for yourself or defend yourself. You do what you are told. And if you're not told to do something or it is against the law, you will be fearful of being caught.
Fear is the centerpoint of the government.

The government in the book 1984 is set up and based on just that... fear. Fear of being caught doing something that is against BB or could be misjudged as something against BB. Fear is what drives the people to not lash out against the government. The fear that the the citizens have in this book is the perfect example of how a strong emotion can run someones life.
