a story about frogs and a scythe

Hi,

I'm trying to find the author of a story about a man who buys a scythe from another man after hearing the tale of how the scythe was used in when winter froze over a pond to cut off the legs of some very smart frogs. Sounds grim, but it's actually a funny story. This short story was written before 1985 (and might be quite old). Any leads on this would be very appreciated! I can't find it anywhere, although I have a hand-written version of the story...
