Forgotten book title/author- help?

I read it as a young teen, so I guess it would qualify as young adult/teen fiction.
The main character was a girl whose parents and sister had died in a fire in the town, while she had stayed at home.
She tattoos herself with ink and rescues animals (a greyhound?)
It was pretty dark...
Anyone got any ideas?
