O'Brien works for the inner party but he is also working against BB with the brotherhood, but as we see, he is a fraud of the brotherhood. Since O'Brien cooperates with the inner party and thought police about people being vaporized, why doesn't he turn them in when they come to him expecting to become part of the brotherhood? Like Winston and Julia, O'Brien knew they wanted to overthrow BB and he knew about the crimes they committed, like just being with each other as one and having thought crimes as another, then why didn't O'Brien just turn them in right there? He has the power to, but he didn't, instead he blindsided them when Winston and Julia were captured.

well, clearly o'brian was nothing we expected, which partially explains why winston was always so paranoid because things like that; as they say expect the unexpected. o'brian deep down was so cruel he gets their trust for a little while until hes over it and wants them captured for torture and slowly but surely takes all of winstons dignity and strength from him.

O'Brien is a member of the Inner Party and never betrays anything - it is all ruse.

There is no brotherhood.
