The party in the book are suppose to show no emotion. If they show any emotion there is a chance of being caught by the thought police. So why is it that they have the two minutes of hate? How can they do this when hate and anger is an emotion?

Doublethink - it's allowed during 2MH.

The Party knows humans will have emotions regardless and that they must be channelled. The easiest to channel is hate, hence the 2MH.

Big Brother uses Goldstein and the war as a scapegoat. He does this in order to take control over the people's emotions by giving them something to hate.

Though hate is an emotion this act creates a sense of unity . Giving them all one person to hate keeps the eyes off Big Brother and in this case on Goldstien .So in the end this helps him though in the end Big Brother is trying to rid the people of there emotions .

Hate goes along with the quotes of Oceania such as war is peace, and ignorance is strength. BB want its people to be hate-ridden to create a certain vibe in the atmosphere of Oceania.

Big Brother has two minture hate to control the Party by bringing them together by having a common enemy. This brings the Party together as one and also causes patriotism with in the Party. The only emotions that everyone in Oceania should have is love for Big Brother and hatred for the enemy.

The two minutes of hate is like a rally in which Big Brother and the party unite Oceania with a common fear, hatred and enemy. That makes them easier to control because if they feel this hatred for Goldstein then they wont feel it for Big Brother, and they also won't be criticizing their own government. It also gives them a scapegoat to use to explain why anything bad, is bad. Without the two minutes of hate the people of Oceania would most likely quickly turn on the party and blame them.

The two minute hate allows the people to release any emotion they have. Big Brother knows that the people do have emotions, but it is easy to control in this environment. The emotions of anger and hate also provide a sense of unity among the people of Oceania. In ways, it is completely beneficial for the government and also the citizens.
