In 1984, the Inner party is always shrouded in mystery even though they work right along side other memebers of the outer party. Orwell never really gives a clear definition of what they are or what they do. I'm sure that they are the masterminds behind the government, but do they fear and report to a higher power still? O'Brien is a member of the inner party and he still has a telescreen in his lavish apartment. If there was no one watching him, why would he want such a device in his apartment? Maybe the Inner party members betray and report on each other in an attempt for power. They might fight amongst themselves while millions have no idea about it because all they see is Big Brother and not who really runs the government. (please comment)
