O'Brien is part of the "Brotherhood" that is basically made up of political conspirators. So he is a political conspirator as well. No one suspects him of anything, though he is running a lot of what goes on in it. I mean he is allowed to turn off his telescreen with no suspicion. The telescreens are to be left on at all times, so if you're not hiding anything then why would turn it off at all? How come no one suspects anything if he turns it off? I know that certain people are allowed to turn off their telescreens but why would they need to if they are not hiding anything?
I've been asking myself the same question. How is it possible for them not to question O'Brien? Maybe they trust him enough that they believe he would never go behind the backs of the Brotherhood. Or maybe they are suspicious but ignore it since they could just vaporize O'Brien if he actually did infiltrate the government.

No he is not a political conspirator, the Brotherhood is controlled (and "invented") by a Party, if I am right. OŽBrien is just playing to be a "good guy", and he turned of the TV, so that Winston and Julia believe, that they can speak freely.
But there is no brotherhood, there is probably no Goldstein, and there are probably no actions against the Party from their own citizens.
Have you read the "second part" of the 1984? Why would "they" vaporize OŽBrien, when OŽBrien is actually "them"?
