The Inner Party is the original cadre that seized power, so they're generally all still living in 1984. No "new blood" is needed or desirable.

You are basically born into your class. Theres the Inner Class, the Outer Class, and the Proles. There isnt any social mobility in the way life is in the novel... You are what you were born to be and thats just how your life is going to be according to Big Brother and The Party.
