In book three, Agamemnon cements the truce with a sacrifice. Is this a human sacrifice?

No, they were lambs.
There is mention of human sacrifice though in Homer. Agamemnon sacrificed his own daughter Iphiginia to get favourable winds for the expedition to Troy, and Polyxena, a princess of troy was sacrificed after the fall of that city.
Also Achilles sacrificed 12 (I think) noble Trojan youths at Patroclus' funeral
