I need help with forming a outline for my paper. My paper has to be 2500-2700 words. Struggling big time!!!! Here is my thesis I have:
History has proven that releasing convicted sex offenders that have more than one conviction back into society hasn’t always been the best choice.
Open to any suggestions with revising my thesis also but I need to come up with a outline and just having a hard time on coming up with what my general paragraphs should be about.

That's a bit bland. It should be stronger than that. For example, 'leading criminals back to civil life is detrimental to the social fabric of a moral society'. The difference is a bit more controversial, but you laid out the idea that society is your prime target in particular 'moral', which can lead many to wonder if you're going to talk about religion or the laws or both.
Also, how about "history along with a plethora of statistics show...'. Just saying "history" can be a bit vague -- centralize your main points and ideas. Good start, bro.

Just remember to interject atleast three ideas you will discuss (in your thesis statement) talk about them in order. The first couple of pages could be about the process that leads criminals to being on the outside; pros and cons; why, who, what et cetera -- you could use google book to get some quotes and stats. Middle is your meat, every sentence has to back up your main idea that criminals cannot be sent back to civil life. The last few pages should summarize the overall point and make suggestions. End strong, show how you proved your point. Hope this helps.

Also, remember, this is an argumentive essay. Try not to be vague about your ideas. Anticipate responses and criticism with everything you write -- if you back it up with facts and answers to potential questions people might have, the stronger your paper will be; it won't look like one point of view.
