What is the technique that cliffnotes ,sparknotes ,college english proffessors use? For example when I read Scarlett Letter I see the A necklace as a another object but the people who write for sparknotes see the A necklace as a symbol.

As for Sparknotes, you can look on-line at the way the information is organized. The organizational structure of the Cliffnotes or possibly professor, usually depends on the book and the literary attributes that are being taught. For example, The Scarlett Letter will be organized by plot summary and analysis, character overview, themes, symbols and motifs. With this overview, you can go into the specific area and read what is explained. These guides are very comprehensive and easy to understand. The scarlet letter is a symbol of adultery and the main theme of the story- a very dry read, at that. The idea of thinking about simple objects as symbols, allows the reader to think about themes on multiple levels. It is supposed to enhance the pleasure of the reading experience. Clearly, this is not always the case.

I don't know whether it is a special technique. Just looking up what the necklace is made of usually does the trick, as all stones have a special connotations, particularly in the 18th and 19th centuries.
It's not a special method or anything. It usually quite easy to work it out if you look a little bit more general than just the story itself.
