Most forum areas have guidelines that are helpful to read that give you the rules--particularly in the...I forgot the name of it--but it is where you go for website feedback and to report technical problems. It is on the main page and has an obvious title.

With the book club, you have to have a certain amount of posts before you can nominate books, I believe (again, it is in the guidelines).
