Mine is Herbert West from Lovecraft's Re-Animator.

My favourite Mad Scientist from comes from real life, not literature: I choose Dr Kevin Warwick, who appears to be en route to become the first human Cyborg. He has successfully tried several implants (on himself) providing access to his nervous signals. In one case he managed to make a robotic arm mimic the movements of his own arm.
