I apologize if this is considered a cross-posting. I asked about the phrase, "State-broken people" (as in a population whose will has been broken by the State) in the Orwell forum because that's where I've seen it attributed and I'm looking for the original context. It then occurred to me that it might have been someone else entirely, so I thought I'd check here.
If this is bad form (especially from a newbie like me) I'll of course delete this second query.
