Can you give me a comparison about the usage of dramatic monologue in my last duchess with the dover beach.

The second is addressed to a woman whereas the first isn't addressed to a person.

My Last Duchess is addressed to a servant of the Count whose daughter is to be the Duke's new wife.

I would say the main difference between these two is the honesty of the speakers. You need to read between the lines of what the Duke is saying to get at the truth of the story about the Duchess. The speaker in Dover Beach is talking about his feelings of uncertainty about the world and his relationship.

I would say, think about the attitudes and personalities of the speakers (you learn little about Arnold's speaker and much about the Duke). Think about the different concerns of the speakers and the subjects of the poems.
