I was wondering, during the time that Winston and Julia were caught in the old apartment, why did the voice behind the picture repeat almost everything they said to each other? I'm not sure if there was any significance to this, it just seemed a little strange to me.

Also, why did the men kill Julia and not Winston?

The voice wanted Winston and Julia to know that they weren't just hearing things. It wanted to make them feel uncomfortable and threatened for what they have done. Winston and Julia always knew they'd eventually get caught but when was the real question. The voice wanted to let them know that they were finally caught and their time together had run out. The voice also wanted to make known that it was in control now and hoped they'd feel insecure.

I found the scene with the voice very effective, and Winston's and Julia's acceptance that the game is up. "We may as well say goodbye" and the voice echoes "You may as well say goodbye".
The two lovers were always being watched, the voice seems to confirm this and they don't even try to disobey.
The voice may be Charrington, the mocking verse at the end reprising his and Winston's earler mention of the song "from long ago".
