When Winston and Julia are above the shop, there is a voice that is coming from behind the picture frame. Is this a sign that Mr. Charrington is part of the Thought Police and bugged the upstairs to catch Winston and Julia against the party?
Also, what happened to Mr. Charrington? Why does he look younger?

Behind the picture frame there is actually a telescreen. That is where the voice is coming from. The governement has actually been keeping track of Winston and Julia the whole time with the help of Mr.Charrington. Who of course is a member of the thought police. Mr. Charrington looks younger because he had a disguise on the whole time. His disguise was an old man probably a prole. So when he reappears when Winston is caught he no longer has his disguise on so he looks younger.
