It is from the Bible, the third plague of Egypt. A plague of frogs. They had to come from somewhere. There are instances whereby frogs or even fish are borne aloft by freak winds that pick them up and deposit them willy nilly. Or maybe the head dude made those frog clouds special order, with no reasonable explanation necessary.

The Biblical plague was obviously the influence for the infamous scene in Magnolia; that scene is just so striking it immediately came to mind.

It's really controversial critically speaking: many think it's brilliant, many think it's a piece of pretentious garbage - I'm somewhere in the middle. It has some fine performances but I'm not sure if PT Anderson (the director and one of the finest American directors working today) earns that ending or not...
