I have only read the first half of the book and have found a few mentions of music in the book. For example the prole women singing while hanging clothes, and the multiple mentions of singing on the telescreens. Is there any significance in that the proles sing songs themselves and the party members are shown not to? Most of the music has been shown being vocal, is this pointing to it all being political and only another way of getting propaganda circulating?

Not especially.

The Proles will sing regardless, as shown by slave gangs and humans from time immemorial.

Much better they sing meaningless tripe designed by a Party computer than use it as a means of bonding, a la US slave gangs of the 19th century.
