This is probably a very simple question but its something i must know. In 1984 Orwell states that there are no telescreens where the proles live because they are no threat. If they're no threat to people then why are they executed so much?

They aren't.

Any of them that look as though they may cause trouble will be executed, but they are generally left alone - just as cattle.
