I noticed that some people have the ability to customize their blogs, but for some reason the blog styles customization option does not appear upon my blog control panel and I was just wondering why that was.

Dark, myself, nightie and Aims are already looking into this. It seems that it is only acivated for Mods at present. Will keep you updated when we find out some info.
