We don't write assignments for students, so I'll give you the brief answers and let you go from there:

1. Who do yolu believe wrote Goldstein's book and why?
Inner Party, to use as a tool against dissidents.
2. What reasons could you give for the party writing the book?
To encourage dissidents to get other potential dissidents involved.
3. O'Brien says the proles will never revolt, yet Winston came to the conclusion that the future's only hope lay with the proles. What brings each man to say what he does? Which belief do you believe is true? Why?
O'Brien explains why it can never be when he's interrogating Winston.
4. What is ironic about the Chestnut Tree Cafe?
The rhyme: "I sold you and you sold me."
5. Describe how it is possible for history to be rewritten and why someone would want to rewrite history? What types of people are able to rewrite history? Should history be rewritten?
This is basic 1984, covered both in the book itself and in the appendix. Re-read the appendix and it's all explained.

Mostly what The Atheist said :).
Here are the more detailed answers to questions 1 & 3.
1. Who do yolu believe wrote Goldstein's book and why?
In the book it said that it was O'Brien, and other Inner party members.
3. O'Brien says the proles will never revolt, yet Winston came to the conclusion that the future's only hope lay with the proles. What brings each man to say what he does? Which belief do you believe is true? Why?
O'Brien comes to his conclusion because he knows that proles are really stupid. They are given more freedom and privacy, and yet they do not take the best of them, ie they do not read books and educate themselves, they do not even question the differences between the present and the past; thus they will never revolt.
Winston comes to his conclusion because he considers the overwhelming numbers of the proles, as well as the potential of the freedom and privacy that the proles have. The proles have more freedom and privacy than probably anyone in Oceania, and if a rebellion is going to happen, it will be because proles will revolt since they are the only ones who are able to plan and carry it out.

And says O'Brien, the proles, who aren't stupid, are liquidated.

The main question is 5.
It's a fact that history is always written by the winners, meaning the losers' point of view might be simply ignored forever. Ever since the sumerian tablets celebrating some king's victory, winners have purely invented or exagerated their deeds (a small revolt of 50 people would become a cohort of thousands of enemies, defeated with the help of the gods, etc...).
To start the 21st century, the superpower of the era (Bush/Cheney's USA) lied live(!) to the whole world. Remember Colin Powell exhibiting at the UNO a vial supposed to prove Saddam's evil plans? Bush and Blair swearing to God that they had personally seen undeniable evidence of Irak's Weapons of Massive Destruction? And it keeps going. For example, every time a peaceful demonstration turns into a mess, thanks to infiltrated provokers, and that scares enough the average citizens to prevent them from sympathizing with the demonstrators.
The bottom line is that if you have the power to repeat something again and again (and at the same time, mute or discredit those who say otherwise), that something ends up being the truth. Even live!
