I think it's hard to tell, as we don't know what Winston's fate it, so how do we know whether he is or isnt?
On one hand, Winston says that 'we are the dead'. In a sense, he is saying that what he is doing will eventually kill him. In that regard, then he is controlling his own fate.
Another way of looking at it- Syme is a smarter person than Winston and he eventually vanishes. Parsons has more loyalty towards the Party and he too ends up in the Ministry of Love. Does that tell you that because the 'elite' members of the Party are ending up this way that the others will eventually be like this as well?
Also, Winston says that 'the only hope lies in the proles'. If you read into this, then the only ones able to make any difference are the proles. Does this mean that Winston was doomed from the start?
