When Winston is in room 101 and he is about to get eaten by rats, why didn't he just let it happen. He ratted out julia (no pun intended). He knew he was going to be vaporized eventually. He's known that for a wile. He mine as well have died and it would have saved julia.

Winston isn't just scared of rats, he has a phobia about them. Phobias are not able to be dealt with in a logical manner - that's why they're phobias. This is why the Thought Police had to be sure they knew any subject's deepest phobia, just any old fear won't do.
it's been said many times that "we all have our Room 101" and I think it's probably true. Some people may not even know what their worst phobia is, but I'm sure we all have one somewhere.

Phobias create a pshychological breakdown, they are what a certain person would never wish upon themselves. They absolutely hate the thing or are extremely terrified by them. Extreme terror makes the mind work in double time finding the thing that will help them escape their peril.
Simply put, the Party forced Winston to break down mentally.
