As julia and winston move into the room above the antique shop, winston brings with him an envelope full of victory coffee. But instead of drinking it, he throws it away, for julia had gotten her hands on real coffee.
Why is this coffee only drinken by the inner party? Does it seem odd that julia has broughten things that only inner party members may have?

No, any commodity can be stolen/scammed.
It's whether you're prepared to face the consequences.

scarcity of quality goods on the open market to stupefy the masses and outer party members,is what orwell says on the subject i think.also the inner party never went short of good consumable goods, and this is how a contact of julia's gained the real coffee for them to share above the shop.

I think Mullutoeman07 is right, and often pondered this myself. How is she getting all the good stuff, and how does she get it, and get away and not captured if it is stolen? If I was part off the Inner party, i wouldn't let the rest of the pop. have any of my "good" coffee. This coffee is just another symbol for how the government controles the whole civilization of Oceania and the production of it' goods.

It's obviously not easily stolen, because Winston's never tried it. He clearly deals in the black market for razor blades, so if it was easy to steal, it would be available.
Does it show how extremely cunning Julia was, or does it show the full extent of the set-up? Let them have a taste of illicit pleasure to make the pain even worse?

As soon as Winston bought the journal (or possibly sooner) he has been under the all seeing eye of Big Brother.
