Few rules on short stories:
no overly complex plot
must be grabbing
must make reader think a bit afterwards
not too much dialogue (if you're doing a plot)

Simple plot
sharp characters, but not flat
characterization through dialogue

As little plot as possible, as much premise as possible. Focus on one character, and have an intention. Make sure everything is relevant, and nothing is explained, yet nothing needs explaining. All actions must be justified, but not justified by the writer in the text.
