Yep; if I remember correctly, O'Brien claims that he was one of the authors of the book.

The "doublethink", which somehow enables O'Brien to know the truth and yet believe in something else that is contrary to what he writes, is one of the most intriguing aspects of the novel. It's the one knot in the book that I can try to untie for hours and yet find the full understanding of it beyond my grasp.
