Do the three nations all follow the Big Brother regime? Or, is there not evidence given to even answer this? Finally, and I may be thinking too much into this, but is it possible that the three nations are actually all under the same rule and are only said to be separated to give the people someone to hate? Any thoughts are appreciated.

I doubt it, because why would OBrian tell Winston that they will be conquer the other nations when they see it fit?

Its still a good idea though....and it could make sense. By wouldnt they want to brag about it?

Since all of history is created at the behest of the Party, it could be that way, but the likelihood is not, for two reasons. For the Party to control the entire planet would have taken an immense vistory, as we know that the world was divided along more or less the lines given in 1984 at the time of the war which created the Party rule. Given that victory, it would be celebrated as the ultimate achievement of the Party.

All in all, the Party needs an enemy - whether contrived or not, without a visible enemy, the rocket-bomb attacks would be too easily exposed as attacks by the Party. They may well be anyway, but with Oceania being only just off the coast of the enemy, it should be apparent whether they exist or not.
