How did Julia and Winston get caught in the room above Mr. Charrington's shop? I thought there wasn't any telescreens in the prole section?

They get caught because Mr. Charrington is a member of the thought police, and he set them up by putting a telescreen in the room behind the picture and then letting them rent the room to see what they are up to.
