I have not read this one yet. I loved his "Ice and Fire" series. Is this one the same characters but younger? Is it a long time before the setting of Ice and Fire?

Yes, The Hedge Knight is the prequel to A Song of Ice and Fire Series, it takes place just 100 years before the first book A Game of Thrones begins. It is the story of Ser Duncan the Tall that Jaime Lannister read about. Also in the Trade there is an additional story of the Blackfyre Rebellion, which is an important part of Westeros History that is mentioned in A Song of Ice and Fire. I hope that helps :)
