In the novel when winston is walking through the prolls section a rockey falls called a steamer.:sick: another one falls when he is walking through the prolls section...again. what is the point of the steamers, how can the prolls tell when one is coming and why does it always fall in the prolls section?

The prolls are very used to seeing the bombs falling and probably after a while, people who are subjected to them a lot will be able to tell what one looks like from far away. Its obviously not that good of a warning, seeing as though Winston (and sometimes Julia) have seconds to get somewhere else.
But you ask a really good question. Why does it always fall in the prolls section? You need to ask yourself who the war is really against. Maybe the government is launching those rockets?
You need to remember how the prolls are the uneducated people, and they wont ask questions. So maybe if it fell by the Outer-Party's apartments, maybe someone would ask questions or investigate. The chance is very small that someone would be that concerned, because Winston is against the Party and he hardly cares about the "steamers". He kicks a hand out from under him! :sick:
Or on the reverse side, if the bomb came from an opposing country (which could be likely) maybe their goal is to kill in numbers, not in importance.
I think Orwell wrote this book so wonderfully. He makes you think outside of the box, and its amazing.
