How come the Inner Party people can turn the telescreen off? Wouldn't that be the place with the most supervision, because they are smarter and more powerful than the outer party and the proles? When they turn it off, wouldn't that arose suspicion because that would mean that they are doing something that they don't want the telescreen to see or hear?

Nope, the Inner Part is the Party.

As O'Brien showed, they knew the thruth, but they also practised doublethink. There's no point keeping an eye on Inner Party members, they can do pretty much whatever they like, for whatever reason they like. Not to mention the complete lack of motive. Inner Party members are perfect and have total freedom in running the planet as they wish - what possible reason could they have for changing?

Also, if Inner Party members are watched, quis custodiet ipsos custodes , or in the immortal words of Star Trek, "Who watches the watchers?" If Inner Party members can't be trusted, the people charged with watching them certainly couldn't be. This is the big difference between the USSR and Oceania - in USSR, even the members of the inner sanctums of power were watched more closely than anyone.

well technically Big Brother did not actually exist in the way we existed he was just merely an icon or a mere mascot for the inner-party and the inner-party were the ones who were actually controlling everything so who can watch the controller?

is because they are watching themselves. The Athiest was right with his first sentence, they practice doublethink, and therefore they watch themselves. They know precisely what they must think, and what they must not think, and are so ridged in thier thought process they do not need the telescreen on to keep them on the 'right way of thinking'.

A Party member is expected to have no private emotions and no respites from enthusiasm. He is supposed to live in a continuous frenzy of hatred of foreign enemies and internal traitors, triumph over victories, and self-abasement before the power and wisdom of the Party. The discontents produced by his bare, unsatisfying life are deliberately turned outwards and dissipated by such devices as the Two Minutes Hate, and the speculations which might possibly induce a sceptical or rebellious attitude are killed in advance by his early acquired inner discipline. The first and simplest stage in the discipline, which can be taught even to young children, is called, in Newspeak, crimestop. Crimestop means the faculty of stopping short, as though by instinct, at the threshold of any dangerous thought. It includes the power of not grasping analogies, of failing to perceive logical errors, of misunderstanding the simplest arguments if they are inimical to Ingsoc, and of being bored or repelled by any train of thought which is capable of leading in a heretical direction.
Crimestop, in short, means protective stupidity.

But they do not have the freedom to act or do as they please; thier thought process is so controlled and ridged that it would be impossible for them to think or act in any way, shape or form, not in the best interest of the party. Like a master of Martial arts, they don't need someone standing thier watching them to know if they have done right, they know instantly when something is wrong, and will correct it before the actual thought forms.
