Friend or Foe?

I am a little confused. The girl Winston refers to as Dark Haired Girl puzzles me. Is she a friend or foe? I'm getting signals that could be interpreted in different ways.When he saw her looking at him she looked curious. That could mean she was wondering if he was against Big Brother and was a person she could talk to. Or she could have a suspicious attitude towards Winston. Then he discoverd she was following him. She could be trying to talk to him alone or she could be a spy. Could I have a hint or more information?
