The function of the lack of resolution in 1984?
What does this mean?

i think it means the purpose or reason that Orwell has for not resolving Winston's story. there is no real ending and the reader is left with unresolved questions ie what happened to Winston? does the party ever collapse? etc.

Correct - exploring why Orwell didn't go further than he did.

I think it ends where Winston Smith as a person of individual thought dies. Whatever continues is not who Winston Smith was, not after that moment where he feels pride for Oceana.
I think it is more of a demonstration that things will continue on as they are at the end of the story. There will be no salvation for Winston Smith, Oceana will never fall.
