Winston had only ever seen the three slogans in terms of the Party meaning, up until he read the Brotherhood/Goldstein's book. I think the message Orwell wanted to convey was that the view of the Goldstein book was the correct version, showing how the meanings themselves were classic examples of doublethink.

If you re-read the section where Winston reads the Goldstein book to Julia and take that as the way they should be seen, and were by Winston.
